The American Public Health Association,

Noting that nuclear energy production, throughout its history, has resulted in incidents which have had a significant actual and potential adverse effect on the health of workers and the surrounding population; and

Noting further that these incidents have called attention to significant shortcomings of training, procedures, and standards surrounding the use of nuclear power in energy production; therefore

Supports the call for a moratorium on construction of nuclear power generating facilities that was prompted by the report of the President's Commission on the Accident at Three Mile Island. This moratorium should remain in force until complete review of existing licensing practices, health effects and standards, operating practices and construction procedures has occurred; the problems of waste disposal have been resolved; and a safe working environment can be provided to all workers in the nuclear industry; and

Calls for an intensified government commitment to conservation measures and safe, renewable sources of energy.
