Webinar //

Description

Collaborating to Replace LSLs: Leveraging Existing Funding Sources

Lead service line replacement is not a simple task. The LSL Replacement Collaborative has developed an online toolkit to help communities across the United States develop and implement replacement programs. A key challenge is securing funding for LSL replacement. A common approach is to leverage rates paid by customers to fund community programs but there are limits in some states to using these funds to release LSLs on private property. States are helping by providing grants and loans to begin work and to further leverage the funds. And, the federal government is providing access to additional funds.

This webinar – the second in a series of six webinars hosted by the LSL Replacement Collaborative – will provide:

  • Overview of funding strategies and recent activity;
  • Results of a new Harvard Law School Clinic study of policies in 12 states with the most LSLs for using revenues from water rates for replacement of lead service lines on private property; and
  • A case study on the use of grants from Green Bay Wisconsin, in the context of recent Wisconsin legislation.

Speakers:
Gail Bingham, President Emeritus RESOLVE, and chair of Collaborative
Tom Neltner, Chemicals Policy Director, Environmental Defense Fund
Shaun Goho, Deputy Director, Emmett Environmental Law and Policy Clinic at Harvard Law School, and Marcello Saenz, Harvard Law Student
Nancy Quirk, General Manager, Green Bay Water Utility
