Ex-officio Member, Science Board Chair
Dr. Toby Rochelle Levin has a PhD in public health with an emphasis in epidemiology from Walden University, a MPH in community health education from CUNY-Hunter College and a BA in biology from CUNY-Brooklyn College. She holds certifications in public health (CPH) and health education (CHES). She is currently the director of STD services at the New Jersey Department of Health. Previously she served as the lead epidemiologist for the Westchester County Department of Health and a staff epidemiologist at the New York City Department of Health and Mental Hygiene. She was, also, an adjunct professor at Dominican University of New York. She has been the lead on many outbreak investigations, most recently the measles outbreak in New York State in 2018-2019 and the Covid-19 operations from 2020-2023.
In addition to her role at the health department, Toby is involved in several public health/epidemiology organizations: American College of Epidemiology (ACE), Council for State and Territorial Epidemiologist (CSTE). In ACE she was recently voted onto the board of directors and has become a fellow of the college. She reviews abstracts and is a member of the membership committee. At CSTE she reviews abstracts for the annual meeting and is a member of various committees.
Toby is very active in APHA and continues to be a strong advocate of the association. She is currently the vice chair of the science board soon to be chair. She also holds the following roles: Chair Elect of Environment section soon to be chair, and chair of the APHA Cancer Forum soon to be past chair. Her former roles include: governing councilor to the Epidemiology section, Epidemiology section councilor, co-chair of the mentoring committee in the epidemiology section, secretary of the APHA Cancer forum, policy committee co-chair in the Women’s Health caucus, and policy chair of environmental section
Her interests for public health include infectious diseases, tobacco and vaping control, alcohol use and misuse, food safety, women’s health, emerging infections and emergency/disaster preparedness.
